[Straits Times] Why the difference in conservancy charges?

HOUSING Board flat owners currently pay different service and conservancy charges (S&CC), according to the type of flat they live in.

These charges are used to pay for estate maintenance, lift maintenance, rubbish chute clearance and other common shared facilities such as covered walkways, corridor lights, hard courts, children's playgrounds and fitness corners.

However, why there is a difference in the rates paid by the flat owners of different flat types.

Will the children from a five-room flat utilise the playground more than children from a two-room flat, or will the occupants of a four-room flat dispose of more rubbish, and more frequently, than those in a two-room flat?

The rates paid by all flat owners of all types should be the same. If the rates need to be different, the difference in the amount should not be more than $20 between the smallest and largest flats.
