[Straits Times] Flaw in no-claim discount system

ALL Singapore-registered vehicles must be insured before they can be driven.

My current car is due to be scrapped in three months, and my no-claim discount (NCD) will be increased from 20 per cent to 30 per cent then.

I chanced upon another car I liked and bought it. As I am going to scrap my old car, I requested that the insurance company transfer my NCD to my new car.

However, I was informed by my insurer that in transferring the NCD from my old car to my new one, I had forfeited my NCD increment in three months' time.

I feel that I am not being rewarded for driving carefully these past nine months. In this case, it appears that the NCD follows the vehicle.

In a separate case, when a vehicle is transferred to another owner, the NCD does not follow the vehicle.

Is the NCD attached to the vehicle or the driver? Are there clear guidelines on this issue?

The system would be fairer if it was attached to the driver rather than to the vehicle. I hope the authorities will explain this apparent discrepancy.
