I SUGGEST a two-pronged, integrated approach to clean up our toilets.
First, offer employment opportunities for those who are eligible to manage toilets. Offer them annual contracts or licences, renewable upon satisfactory performance.
Give these gatekeepers a socially acceptable title like "maintenance officers". They get to keep any toilet toll (it is best to keep to a standardised toll) as part of their salaries.
Their job is ensure:
- toilets are dry and clean;
- toilet paper is in adequate supply at all times;
- all the cisterns and urinals are in working order;
- all chokes are cleared;
- doors and locks of all cubicles are in working order;
- hooks are in place so users can hang their belongings.
Second, grade these toilets the same way as hawker stalls are graded, based on the above criteria, and possibly others - "A" for excellent conditions, and a "D" grade warrants a warning.
A consistent non-performer should have his licence or contract cancelled or revoked.
In this way, jobs are created and the grading system ensures proper and consistent hygienic maintenance of toilets.
